Built on NHS experience.
Focused on practical delivery.
Insight Health Analytics exists because AI implementations fail not through lack of technology, but through lack of programme rigour. That's the gap we fill.
Matt Norman
Insight Health Analytics was founded by Matt Norman, a programme management and management consultant with 12 years of experience working across the NHS and health sector.
Matt has worked at senior level across NHS commissioning organisations, integrated care boards, acute providers, community services, and independent sector healthcare providers. His work has centred on complex, multi-stakeholder transformation programmes — including NHS Continuing Healthcare commissioning reform, cost improvement delivery, and large-scale service redesign across multi-borough footprints.
He founded Insight Health Analytics on a straightforward premise: that the biggest barrier to successful AI adoption in the NHS is not the technology — it is the programme management, change management, and governance around it. That is where his expertise sits, and where he focuses.
Matt is not a data scientist or AI engineer. He is an experienced NHS programme manager who understands how to take new technologies through the full implementation lifecycle in complex, clinically governed environments — from business case to benefits realisation. Where technical expertise is required, he will tell you clearly and help you find it.
12 years across the NHS
Matt's NHS career spans some of the most complex commissioning and transformation environments in England, including:
Integrated Care Boards
Senior programme management across NHS commissioning organisations and ICBs, including complex multi-stakeholder CHC programmes.
Acute & Community Providers
Transformation programme delivery in acute trust and community settings, including CIP planning and service redesign.
Independent Sector
Programme management experience working with and alongside independent sector healthcare providers delivering NHS-commissioned services.
AHSNs & General Practice
Engagement and programme delivery experience across primary care networks and academic health science networks.
Principles that guide every engagement
Honest about scope
We are programme management and change management specialists applying that expertise to AI adoption. We will tell you clearly what sits within our scope — and where you may need additional technical or clinical expertise alongside us.
Practically grounded
Every recommendation we make is realistic about NHS constraints: budgets, timelines, governance requirements, and organisational capacity. We have worked in these environments and understand what is and is not achievable.
Patient-centred
AI implementation in health settings must start with patient safety and patient outcomes. We apply that lens to every engagement, regardless of whether the immediate focus is clinical or operational.
Evidence-led
Our advice is grounded in published evidence, NHS policy direction, and real-world implementation experience — not vendor marketing or theoretical frameworks.
Collaborative
Lasting change comes from building internal capability alongside external support. We work with your teams, not around them — and we measure success by what you can sustain after we leave.
